Roof and exterior measurement reports in 2026: where the AI sits in Hover, Eagleview, Roofr and GAF QuickMeasure

Remote roof and exterior measurement is one of the most mature corners of construction tech, and most of the AI in it is not where the marketing suggests. We read vendor pages on Oct 18, 2026 for four report vendors: Hover builds a 3D model from smartphone photos and uses generative AI for its Instant Design visuals; Eagleview measures from its own aerial imagery and labels its Eagleview One data as machine-learning powered, with an agentic AI system (Horizon) marked coming soon; Roofr sells $13 to $19 aerial reports that it says a person reviews before delivery, and puts its AI in call answering and websites; GAF QuickMeasure sells $18 to $20 reports and describes no AI at all. All four publish at least some prices. Desk research, not tested, no winner; vendor statements are labeled as vendor claims.

DESK RESEARCH, NOT TESTED. Figures come from the sources listed below. Vendor and company statements are claims and are not verified by Means & Methods Lab.

Four ways a roof gets measured without a ladder

This is our framing, not a vendor claim. Aerial reports ordered by address: Eagleview, Roofr and GAF QuickMeasure measure from overhead imagery, so nobody visits the property. Photos taken at the property: Hover's app asks for 8 photos (one of each side and corner, more allowed) and builds a 3D model from them, which also works where aerial imagery is old or blocked. Draw it yourself: Roofr's DIY reports let you trace a roof on aerial, drone or blueprint images for $2 to $4.50 per image. Plans: Hover and Roofr's DIY tool both accept blueprints for new builds.

For heavy civil and commercial readers: these products are built mainly for residential steep-slope roofing, siding and insurance claims. Eagleview also lists commercial reports and serves government, solar and utilities; GAF lists multi-family reports and says commercial buildings take up to 24 hours. For large low-slope or industrial roofs, ask each vendor what it actually supports before ordering.

Where the AI actually is

Hover: its product page calls the photo-to-3D step patented technology and does not use the word AI for it. Its GenAI disclosure (updated Feb 10, 2026) says Hover uses generative AI in select offerings, for example, in part, to generate exterior and interior designs in Instant Design from a single photo, built on custom models plus pre-trained public ones (it names Stable Diffusion, Realistic Vision, Metric3D, OneFormer, MLSD and NormalBAE) and a dataset of user-submitted building images paired with structural annotations such as ridge lines and eaves, with more than 2 million image-annotation pairs. Its insurance Enterprise tier adds damage assessment and Xactimate-ready scope of loss (contact sales).

Eagleview: the homepage promises AI-driven property insights. The Eagleview One page says the platform "puts powerful AI and precise 3D models in one easy platform" and that roof and exterior data, insights and reports are "powered by advanced machine learning". Eagleview Horizon, marked coming soon, is described as an agentic AI system that answers natural-language questions over Eagleview's imagery, customer-owned data and third-party data, shows evidence and reasoning traceable to data, and exports CSV, JSON, PDF or PNG.

Roofr: the measurement report is sold on a multi-check system, up-to-date imagery and a calculation formula, and Roofr says at least one Roofr expert reviews every report before it lands in your inbox. The AI on its pages is elsewhere: an AI Receptionist add-on that answers calls 24/7, screens spam, books appointments, gives quotes and creates job cards, and Roofr Sites, described as AI-built websites.

GAF QuickMeasure: the page describes measurements, a bill of materials, an editable 3D rendering and insurance scopes written by Xactimate-certified or Cotality (Symbility) trained estimators through GAF ScopeConnect. It does not describe AI. We include it because it is a direct price reference for the AI-labeled report vendors.

Accuracy claims and guarantees (vendor claims, not verified by us)

Eagleview cites 98%+ accuracy on property measurements and 1-inch accuracy for its imagery. Hover's product page promises to-the-inch accuracy on complete exterior measurements, and its help center suggests collecting at least one reference measurement on site in case Hover asks for it. GAF says its roof measurements are generally about 95% accurate and it will send a replacement report if one falls short, provided you contact it within 30 days. Roofr says no measurement service is 100% accurate and points to its human review and editable reports.

None of these is a test. The useful number for an estimator is the error on your own roofs, measured the same way each time; see the questions at the end.

Pricing snapshot (Oct 18, 2026)

Hover: Starter is pay per project with the first 3 projects free; full exterior scans $59, $99 or $139 by facet count, roof-only from $29, interiors $29 to $89; Pro $999 a year takes $20 off every project; Business $2,999 a year sets flat rates ($79 full exterior, $39 roof, $49 interior) for up to 10 branches; Enterprise custom. Unlimited users on all plans.

Eagleview: Bid Perfect preliminary roof report $18; Premium, Walls, Full House and Eagleview One subscription prices were not shown on the pages we read.

Roofr: $19 reports on the free Starter plan, $13 on Measure+ ($109 to $169 a month) or the Essentials ($249 a month, $209 billed yearly) and Scale ($349, $299 yearly) CRM plans; AI Receptionist and Roofr Sites $99 a month each, Instant Estimator $149 a month (lower billed yearly).

GAF QuickMeasure: $20 per single-family parcel and $60 per multi-family building ($18 and $54 for GAF Master Elite contractors), plus $10 for building codes and hail and wind history.

These are list prices on different deliverables (a preliminary bid report, a full report with a bill of materials, a full 3D exterior model), so they are not like-for-like.

What to ask before you switch report vendors

These are our suggestions, not findings. Order reports from two vendors on 10 roofs you have already measured by hand or by drone, including a cut-up hip roof, a roof under trees and a recent re-roof, and compare squares, pitch and edge lengths. Ask how old the imagery is at each address. Ask who reviews the report, what happens when it is wrong, and how fast a correction comes back. If an AI feature writes a design, estimate or insurance scope, ask what data it was built from and who signs off before it reaches a homeowner or a carrier.

Takeaways

  • Hover builds 3D exterior models from 8 smartphone photos and says it uses generative AI, in part, for Instant Design visuals; its product page calls the modeling patented technology.
  • Eagleview labels Eagleview One data as powered by advanced machine learning and describes Horizon, marked coming soon, as an agentic AI system.
  • Roofr says at least one person reviews every $13 to $19 aerial report; its AI is an AI Receptionist add-on and AI-built websites.
  • GAF QuickMeasure ($18 to $20 single-family) describes no AI and is a price reference for the AI-labeled vendors.
  • All four publish at least some prices, but on different deliverables, so prices are not like-for-like.
