Heavy civil estimating in 2026: bid software, paving platforms and the site data underneath
ROUNDUP · PUBLISHED · UPDATED · SOURCES CHECKED OCT 15, 2026
A heavy civil bid is only as good as its quantities and its picture of the site, especially what is underground. We grouped six vendors from our directory by job and re-read their pages on Oct 14 and 15, 2026. Desk research, not tested.
Bid and estimate systems
HCSS HeavyBid and Trimble's B2W Estimate are the established heavy civil estimating systems in the directory; both describe shared cost data, templates and DOT or e-bidding connections. Neither is AI-first. OneCrew targets a narrower market, asphalt and concrete paving, and runs from CRM and estimating through scheduling, field work and invoicing; it claims 75% less estimating time.
Quantities and earthwork
AGTEK (part of Hexagon) describes earthwork and utility takeoff and lists AI-powered plan prep (Reveal Transform) that turns PDF plan sheets into takeoff-ready data.
What is underground
CivilGrid compiles utility and site records from 100,000+ asset owners onto one verified basemap, and says it cuts records research and the 1 to 8 week wait per data request. Exodigo adds non-intrusive scanning and engineers and geophysicists to map utilities, foundations and geotechnical conditions. For estimators, both bear on utility conflict allowances and relocation risk.
Pricing
None of the six publishes dollar prices in the records we hold. B2W references license and subscription options through sales.
What to ask before a pilot
These are our suggestions, not findings. Rebuild a past bid from a public DOT bid-item schedule and compare quantities and unit costs against the award. For site data, compare a vendor's utility map against potholing or as-found conditions on a closed job.
Takeaways
- HeavyBid and B2W remain the core civil bid systems; OneCrew serves paving businesses end to end.
- AGTEK adds AI plan prep to earthwork takeoff.
- CivilGrid (records) and Exodigo (records plus scanning) reduce underground unknowns that drive bid risk.
- No public prices.
