LCPtracker vs Miter
Two sides of certified payroll: LCPtracker collects and checks reports from every tier on a job, and Miter generates them from payroll. Not like-for-like (our reading): LCPtracker Pro is a project-wide compliance platform for public agencies and prime contractors, with LCPcertified for single contractors, while Miter is a payroll, HR and field-operations platform that generates certified payroll for a contractor's own employees and exports it to LCPtracker. Compared using only vendor pages re-read Oct 17, 2026; desk research, not tested, no winner.
In short: LCPtracker (Certified payroll & labor compliance; vendor publishes prices) vs Miter (Construction payroll, HR & field ops; no public prices (quote / sales)). Facts last checked Oct 17, 2026. No winner declared; not tested.

| What it does | Cloud software for certified payroll, Davis-Bacon compliance and workforce reporting, plus LCP CaseView for labor-compliance investigations. Re-read Oct 17, 2026: LCPtracker Pro is the project-wide product for public agencies and prime contractors; every contractor on a project submits certified payroll reports electronically, it runs over 100 validations against Davis-Bacon and state and local prevailing wage rules, administrators approve or reject payrolls, and it tracks workforce demographics and IRA prevailing wage and apprenticeship (PW&A) data. LCPcertified is the single-contractor product for subcontractors producing their own reports (over 50 validation checks, XML files for the California DIR, Washington L&I and Maryland portals). Other products listed: Active Insights dashboards, OnSite field wage interviews and Daily Reporter daily logs (both cross-checked against certified payrolls), VantagePoint supplier diversity, Workforce Manager and LCPtracker Academy training. Its Preferred Affiliates page lists payroll providers whose data can be imported, including Paychex, ADP Workforce Now, Foundation, HH2 and Miter. The vendor says LCPtracker Pro holds FedRAMP Moderate Rev 5 Agency Authorization and is SOC 2 Type II and NIST 800-171 compliant (vendor statements). The pages we read do not describe AI in the products; LCPcertified support includes an AI-powered knowledge center. | Construction workforce-management platform covering certified, union and prevailing-wage payroll, HR, benefits, expenses and field operations. It also lists recruiting; expense management covers per diems, reimbursements and corporate cards; field operations cover time tracking, production, equipment, photos, schedules and daily reports; it adds job costing and a REST API. Its Sept 30, 2026 Series B release says Miter's AI parses invoices, receipts, and pay rate tables, surfaces labor and job-cost trends while jobs are running, and creates field safety reports from photos or voice notes; the homepage itself does not itemize AI features. Vendor says more than 2,000 contractors run on Miter (vendor claim). Re-read Oct 17, 2026: the homepage headline is now "Construction workforce management for the AI era" and it says it helps 2,000+ companies grow and manage their teams (vendor claim); it still does not itemize AI features, and lists certified, union and prevailing-wage payroll, HR, expenses and per diems, field reporting (time, production, equipment, photos, schedules), off-the-shelf integrations and a REST API; miter.com/pricing still returns a not-found page. Its certified payroll page (read Oct 17, 2026) lists WH-347 and state forms, direct submission to state portals in 11 states, exports to LCPTracker, eMars, eComply and Elation, and an Apprentice Ratio Report, and says Miter is not a portal for collecting subcontractors' certified payroll; its integrations page lists CMiC, HCSS, Foundation, Sage, Viewpoint, Acumatica, NetSuite, Procore and QuickBooks among others. A second read the evening of Oct 17, 2026 found the homepage unchanged; the certified payroll page also says Miter supports New York's electronic submission mandate that took effect in January 2026, that an authorized signer at the company signs the statement of compliance before submission, and that GCs usually collect subcontractors' reports through the agency's system or a platform such as LCPtracker, whose Preferred Affiliates page lists Miter as a payroll provider whose data can be imported. |
| Who it's for | Public agencies and prime contractors monitoring every tier on prevailing-wage work (LCPtracker Pro), and subcontractors producing their own certified payroll (LCPcertified). | General and specialty contractors, from large builders to family-owned specialty contractors (vendor wording). |
| Pricing (as publicly stated) | LCPcertified publishes prices (product page, checked Oct 17, 2026): the Plus option is $12 per report, or by active projects (up to 5 for $145/month; up to 10 for $1,300/year, 25 for $2,500/year, 50 for $3,700/year, unlimited for $7,400/year). Professional adds bulk processing, auto distribution and summary reports, from $1,900/year for up to 10 active projects to $18,200/year for up to 450; unlimited projects are priced by phone. LCPtracker Pro (agencies and prime contractors) has no public price: lcptracker.com/pricing redirects to the Contact Sales page, which offers a one-on-one demo. Confirm current pricing with the vendor. | No public prices found (checked Oct 16, 2026): the vendor site has no pricing or plans link in its navigation or footer; miter.com/pricing returns a not-found page and /plans redirects to the homepage (dollar figures on the homepage are sample payroll and job-cost screens, not prices). The site's calls to action include "Get a demo". Confirm current pricing with the vendor. |

Where the vendor descriptions differ
- Scope (our reading): LCPtracker's homepage says "Labor Compliance and Certified Payroll Software" and describes cloud-based solutions for certified payroll, Davis-Bacon compliance and workforce reporting, sold to public agencies, prime contractors, subcontractors, energy projects and workforce development groups. Its product list includes LCPtracker Pro, LCPcertified, LCP CaseView, Active Insights, VantagePoint, OnSite, Daily Reporter, Workforce Manager, LCPtracker Academy and LCP+. Miter's homepage says "Construction workforce management for the AI era" and lists payroll, HR, finance and field operations in one place, including certified, union and prevailing-wage payroll. The LCPtracker pages we read describe importing payroll data, not running payroll; Miter runs the payroll itself.
- How they connect (vendor statements): Miter's certified payroll FAQ says Miter generates certified payroll for your own employees and is not a portal for collecting reports from subcontractors; GCs usually collect subcontractor reports through the awarding agency's system or a compliance platform such as LCPtracker, and Miter lists exports to LCPTracker, eMars, eComply and Elation Systems. LCPtracker's Preferred Affiliates page lists Miter among the payroll providers whose data can be brought into LCPtracker, alongside Paychex, ADP Workforce Now, Foundation, HH2, Jonas, Paycom and Paylocity, and tells contractors to check the latest compatibility with their provider. Our reading: a subcontractor on Miter working for a prime that uses LCPtracker Pro would export from Miter into LCPtracker.
- LCPtracker Pro (the agency and prime contractor side): the product page says every contractor on a project can generate certified payroll reports electronically, that it flags errors against federal Davis-Bacon and state and local prevailing wage laws before submission, and that agency and prime administrators can view, approve or reject payrolls and give feedback. It lists over 100 validations and mathematical checks, over 120 built-in reports, the updated WH-347, payroll uploads from payroll and accounting systems, and workforce demographics tracking (gender, ethnicity, local hire or residency, disadvantaged, training or apprentice, veteran). Its FAQ says it tracks prevailing wage and apprenticeship (PW&A) data for Inflation Reduction Act energy projects and connects to Active Insights (Microsoft BI dashboards), LCP CaseView (investigations), OnSite (field wage interviews cross-checked against certified payrolls), Daily Reporter (daily logs cross-checked against certified payrolls) and Workforce Manager.
- LCPcertified (a single contractor's own reports): LCPtracker describes it for self-performing contractors who are not responsible for other subcontractors' compliance, and for jobs without a project-wide platform. It lists over 50 validation checks, including state-specific wage determinations (it maintains California determinations and lets users upload other states' manually), batch processing, an archive of submitted reports, PDF distribution by email, the updated WH-347 with expanded fringe and apprentice fields, and XML files for the California DIR, Washington L&I and Maryland Department of Labor portals. Payroll data can be uploaded from providers such as HH2 or imported directly from Paychex.
- Certified payroll, Miter: its certified payroll page says it applies federal Davis-Bacon, state and local prevailing wage rates by job location and classification, including fringe credits, mid-project rate changes and workers split across several jobs or classifications in one pay period. It lists the WH-347 plus state forms (Connecticut WWS-CPI, Illinois IL-452CM02, New Jersey MW-562, California A-131, New York DOL uploads, Oregon WH-141 and WH-38), direct submission to state portals in 11 states (CA, CT, DE, IL, MA, NY, NJ, OR, PA, RI, WA), support for New York's electronic submission mandate that took effect in January 2026, "no work performed" weeks, and an Apprentice Ratio Report that flags jobs over ratio. It says an authorized signer at your company reviews and signs the statement of compliance before submission.
- Where the AI sits: the LCPtracker pages we read do not describe AI in the compliance products; the only AI mention is an AI-powered knowledge center for support questions on the LCPcertified page, so our directory tags LCPtracker Not AI-first. Miter's homepage does not itemize AI features; its Sept 30, 2026 Series B release says its AI parses invoices, receipts and pay rate tables, surfaces labor and job-cost trends while jobs run, and creates safety reports from photos or voice notes. Our directory tags Miter AI features added to an established product.
- Pricing: LCPcertified publishes prices on its product page (read Oct 17, 2026). The Plus option is $12 per report, or by active projects: up to 5 for $145/month, up to 10 for $1,300/year, up to 25 for $2,500/year, up to 50 for $3,700/year and unlimited for $7,400/year. Professional adds bulk processing, auto distribution and summary reports, from $1,900/year for up to 10 active projects to $18,200/year for up to 450, with unlimited projects priced by phone. LCPtracker Pro has no public price: lcptracker.com/pricing redirects to the Contact Sales page. Miter publishes no prices; miter.com/pricing returned a not-found page on Oct 17, 2026, and the site routes to a demo.
- Claims and security (vendor statements, not verified): LCPtracker says LCPtracker Pro holds FedRAMP Moderate Rev 5 Agency Authorization with a "Certified" FedRAMP Marketplace listing and is SOC 2 Type II and NIST 800-171 compliant, that it is the only provider in its market segment with that FedRAMP authorization, that it launched in 2001, and that it has supported labor compliance for over $550 billion in projects; its security page says it guarantees at least 99.5% availability a year. Miter says it helps 2,000+ companies; the Miter pages we read did not state a security attestation.
Paraphrased from the sources listed above. Vendor claims are reported as claims.
What we can't tell you yet
Which tool is better for your work. That needs testing on the same package with a verified answer key. Planned measures for this comparison:
- Whether a Miter certified payroll export loads into a given prime's LCPtracker Pro project without manual fixes, for your states and forms
- What LCPtracker Pro costs for an agency or prime contractor's project count, and what Miter costs for your headcount and modules
- How many corrections a real month of multi-tier certified payroll needs on each side
