Billy vs LCPtracker

Two tools that touch certified payroll from different sides. Not like-for-like (our reading): Billy's FAQ lists certified payroll as one of four subcontractor compliance workflows, next to COIs, lien waivers and warranties, collecting reports from subs on prevailing wage projects, tracking missing periods and holding payment when they are missing. LCPtracker is a dedicated certified payroll and labor compliance system: LCPtracker Pro has every contractor on a project submit electronically and checks reports against prevailing wage rules, and LCPcertified lets subcontractors produce their own reports. Desk research from vendor sites read Nov 3, 2026; no winner.

What it doesConstruction compliance platform that the FAQ describes as all-in-one risk transfer and vendor compliance, from prequalification to closeout; the homepage says it is built exclusively for construction. Before award, subs apply through a prequalification form you embed on your own site (no account, login or fee), using your own questionnaire plus MSAs, safety records and financial documents, and approved vendors sync to Procore and your ERP. During a project it runs four workflows (certificates of insurance, certified payroll, lien waivers and warranties) and also tracks W-9s, business licenses, notices to owner, safety certifications and custom documents, set per project; vendors or their brokers upload through a secure link with no login, and renewal requests go out three months before expiry, one month before and on the expiration date. Compliance status syncs to accounting so non-compliant subs are held from payment (Sage Intacct, Sage 300, Viewpoint Vista, CMiC, Oracle JD Edwards and Acumatica). The AI Review Assistant scans an uploaded COI against your requirements and flags missing endorsements (such as CG 20 10, CG 20 37, waiver of subrogation and primary/noncontributory wording), missing additional insured language, limits below requirements, expired policies and missing umbrella or workers' compensation coverage, tells the vendor how to fix it, and offers a chat to clarify requirements. Plans are Self Service (your team uses the software and AI) or Managed Services (its CRIS-certified Certificate Management Team reviews every certificate and endorsement). The homepage also lists OCIP/CCIP wrap-up support, post-completion warranty tracking for 2, 5 or 10+ years, Procore Pay blocking, a Procore Side Panel and Microsoft Entra ID SSO; the FAQ names GCs, developers, owners, homebuilders, risk and compliance teams, subcontractors (Insurance Wallet), brokers, carriers and manufacturers. Integrations include Procore, Autodesk, CMiC, Sage 300, Sage Intacct, Viewpoint Vista, Oracle JD Edwards, Trimble ProjectSight, Acumatica and Docusign, with role-based permissions and free tools such as a W9 generator. Billy is a trademark of BuildAP, Inc. (Brooklyn, NY). Policy and project counts, review ratings and customer quotes are vendor content and are not used.Cloud software for certified payroll, Davis-Bacon compliance and workforce reporting, plus LCP CaseView for labor-compliance investigations. LCPtracker Pro is the project-wide product for public agencies and prime contractors: every contractor on a project submits certified payroll reports electronically, it runs over 100 validations and mathematical checks against Davis-Bacon and state and local prevailing wage rules, administrators approve or reject payrolls, and it tracks workforce demographics and IRA prevailing wage and apprenticeship (PW&A) data. LCPcertified is the single-contractor product for subcontractors producing their own reports (over 50 validation checks, XML files for the California DIR, Washington L&I and Maryland portals). Other products listed: Active Insights dashboards, OnSite field wage interviews and Daily Reporter daily logs (both cross-checked against certified payrolls), VantagePoint supplier diversity, Workforce Manager, LCPtracker Academy training and LCP+ (enhanced support, exclusive training and additional resources); the site also lists the Ignite Conference, Spark Seminars, an Energy segment and a Baker Tilly IRA PW&A offering. Its Preferred Affiliates page lists payroll providers whose data can be imported, including Paychex, ADP, Paycom, Foundation, HH2 and Miter. The vendor says LCPtracker Pro holds FedRAMP Moderate Rev 5 Agency Authorization and is SOC 2 Type II and NIST 800-171 compliant (vendor statements). The pages we read do not describe AI in the products; LCPcertified support includes an AI-powered knowledge center.

Where the vendor descriptions differ

  • Certified payroll depth: Billy says it collects certified payroll reports from subcontractors on prevailing wage projects, tracks which periods are missing and follows up automatically; the pages we read do not describe checking wage rates or report math. LCPtracker Pro runs over 100 validations and mathematical checks with alerts against Davis-Bacon and state and local prevailing wage rules, and agency and prime contractor administrators view, approve or reject payrolls; LCPcertified lists over 50 validation checks including state-specific wage determinations, and both pages say they support the updated WH-347 form.
  • Payment control and data: Billy syncs each vendor's compliance status to accounting so a sub with missing certified payroll, an expired COI or a missing lien waiver is held before the check run (Sage Intacct, Sage 300, Viewpoint Vista, CMiC, Oracle JD Edwards and Acumatica). LCPtracker says contractors can import data from existing payroll providers (LCPcertified names HH2 and Paychex); the pages we read do not describe payment holds.
  • Wider scope: Billy also prequalifies subs before award and tracks COIs (with its AI Review Assistant), lien waivers, warranties, W-9s, business licenses and notices to owner. LCPtracker lists workforce demographics and IRA prevailing wage and apprenticeship tracking, OnSite field wage interviews, Daily Reporter, VantagePoint supplier diversity and Workforce Manager.
  • Who it is for: Billy names general contractors, developers, owners, homebuilders and risk and compliance teams. LCPtracker Pro is aimed at public agencies and prime contractors monitoring every tier on a project, and LCPcertified at subcontractors and self-performing contractors producing their own reports.
  • AI and security: Billy is tagged AI features added to established product; its FAQ does not describe AI in certified payroll. LCPtracker is tagged Not AI-first; LCPcertified support includes an AI-powered knowledge center. LCPtracker states FedRAMP Moderate Rev 5 Agency Authorization, SOC 2 Type II and NIST 800-171 compliance for LCPtracker Pro (vendor statements); Billy points to a Trust Center for its security practices.
  • Pricing (read Nov 3, 2026): Billy's FAQ says plans start as low as $500 a year, scaling with vendors tracked and plan, with a free trial. LCPcertified lists per-report and active-project prices; LCPtracker Pro has no public price and goes through Contact Sales. See each tool page for detail.
  • Not used here: Billy's review ratings, customer quotes and policy and project counts, and LCPtracker's customer quotes and adoption claims (vendor material). Facts for both tools come from vendor websites (desk research).

  • Whether an agency or owner on your project already requires LCPtracker, and how that fits with Billy's payment holds
  • What LCPtracker Pro costs, and where Billy's price lands for your vendor count and plan
  • What did you use it for, on what kind of work and project size?
  • How long did setup and training take, and who on your team did it?
  • What does it cost you in practice, compared with what the sales call said?
