Miter vs C/F Data Systems

Two construction back-office systems that both run payroll and post labor to job costs, built around different centers. Miter is a workforce-management platform for the field and the people side: certified, union and prevailing-wage payroll, HR, benefits, expenses, time tracking and daily reports, with AI it says parses invoices and pay rate tables. C/F Data Systems' STRUCTURE is construction accounting software: job cost and billing, AR, AP, a multi-company general ledger, payroll, procurement with inventory, and work orders, offered hosted as STRUCTUREcloud. Not like-for-like (our reading): Miter integrates with accounting systems; C/F is the accounting system. Desk research from vendor sites read Nov 2-3, 2026; no winner.

What it doesConstruction workforce-management platform (homepage headline: "Construction workforce management for the AI era") covering certified, union and prevailing-wage payroll, HR, benefits, recruiting and learning, expense management (per diems, reimbursements, corporate cards) and field operations (time tracking, production, equipment, photos, schedules and daily reports), plus job costing and a REST API. AI: its Sept 30, 2026 Series B release says Miter's AI parses invoices, receipts and pay rate tables, surfaces labor and job-cost trends while jobs are running, and creates field safety reports from photos or voice notes; the homepage demo shows a "Miter AI" assistant with prompts such as "Compare budget vs actuals" and "Review unapproved timesheets" (vendor demo, drawn by script), but the homepage does not otherwise itemize AI features. The certified payroll page lists WH-347 and state forms (Connecticut WWS-CPI, Illinois IL-452CM02, New Jersey MW-562, California A-131, New York DOL uploads, Oregon WH-141 and WH-38), direct submission to state portals in 11 states (California, Connecticut, Delaware, Illinois, Massachusetts, New York, New Jersey, Oregon, Pennsylvania, Rhode Island, Washington), support for New York's electronic submission mandate (January 2026), signer sign-off on the statement of compliance before submission, job-level report storage with all versions and timestamps, an Apprentice Ratio Report, and exports to LCPTracker, eMars, eComply and Elation Systems. It says Miter is not a portal for collecting subcontractors' certified payroll; GCs usually collect those through the agency's system or a platform such as LCPtracker, whose Preferred Affiliates page lists Miter as a payroll provider. Integrations listed include CMiC, HCSS, Foundation, Sage, Viewpoint, Acumatica, NetSuite, Procore and QuickBooks. Company counts and customer-story figures are vendor claims and are not used.Construction accounting software for commercial contractors, covering job cost, payroll, procurement and work orders. It comprises STRUCTUREcloud plus STRUCTURE Mobile, with executive center, document management, project management, procurement, payroll posted to job costs, job cost and billing, and work orders. The accounting page lists job cost and billing, AR, AP posted to job cost and the general ledger, a multi-company general ledger, payroll and the Executive Center; procurement adds purchase orders and inventory (truck and flooring roll inventory). STRUCTUREcloud is described as the STRUCTURE software hosted by Microsoft on a Windows Virtual Desktop license, sold by subscription with user and mobile licenses (TimeLinc, TechLinc, ChangeLinc); its page says Microsoft Office 365, email and file-storage licenses are not included, daily backups run overnight with daily data kept at least a month, upgrades are announced but not installed automatically, customer data entered in STRUCTURE is owned by the customer, and a customer can request a data export on cancellation. The integrations page names MeasureSquare, Callidus, SafeHarbor, SpecIntel, SiteFotos, Kojo, AvidXchange, ADP, TradeService and ServiceTitan, mostly as file imports. The homepage says the company has served construction for more than 45 years and does not describe AI features. Customer quotes are not used.

Where the vendor descriptions differ

  • Who it is for (vendor pages): Miter names general and specialty contractors, from large builders to family-owned specialty contractors. C/F Data Systems names commercial contractors, with trade pages including drywall, electrical, HVAC, mechanical, plumbing, steel and heavy highway, and says it has served construction for more than 45 years.
  • Payroll: Miter's certified payroll page lists WH-347 and state forms, direct submission to state portals in 11 states, an Apprentice Ratio Report and exports to LCPTracker and other compliance systems. C/F's pages say payroll automatically posts labor to job costs and tracks vacation and holidays, with tax table updates; the pages we read do not mention certified or prevailing-wage reporting, so ask.
  • Beyond payroll: Miter lists HR, benefits, recruiting and learning, expense management (per diems, reimbursements, corporate cards) and field operations (time tracking, production, equipment, photos, schedules and daily reports). C/F lists job cost and billing, AR, AP posted to job cost and the general ledger, procurement with purchase orders and inventory, document and project management, work orders and STRUCTURE Mobile apps (TimeLinc, TechLinc, ChangeLinc).
  • Connections: Miter's integrations page lists CMiC, HCSS, Foundation, Sage, Viewpoint, Acumatica, NetSuite, Procore and QuickBooks. C/F's integrations page names MeasureSquare, Callidus, SafeHarbor, SpecIntel, SiteFotos, Kojo, AvidXchange, ADP, TradeService and ServiceTitan, mostly as file imports.
  • Hosting: C/F describes STRUCTUREcloud as its software hosted by Microsoft on a Windows Virtual Desktop license, with nightly backups and upgrades announced rather than installed automatically. Miter is a web platform with a REST API.
  • Pricing (read Nov 3, 2026): neither publishes prices. Miter has no pricing page (/pricing returns not found) and offers Get a demo; C/F has no pricing link, describes a subscription with user and mobile licenses and modules chosen at sale, and offers Request A Free Demo.
  • AI tags: we tag Miter as AI features added to an established product and C/F Data Systems Not AI-first; C/F's pages do not describe AI.
  • Not used here: Miter's company counts and customer-story figures and C/F's customer quotes (vendor material). Facts for both tools come from vendor websites (desk research).

Questions to ask in your review

  • Whether a contractor on STRUCTURE could run Miter for payroll and field time and post into STRUCTURE, since neither integrations list names the other
  • Whether C/F produces certified payroll reports for public work
  • What each costs for your headcount and modules
  • What did you use it for, on what kind of work and project size?
  • How long did setup and training take, and who on your team did it?
  • What does it cost you in practice, compared with what the sales call said?
