AI for finding and winning bids in 2026: project leads, permit data, and bid invites

ROUNDUP · PUBLISHED · UPDATED · SOURCES CHECKED OCT 15, 2026

Before anyone measures a drawing, someone has to find the job and decide whether to chase it, and the companies that sell project leads and bid invitations now all describe AI in that step. We read seven vendors' own pages on Oct 15, 2026 and sorted what they say by the job it does. Everything below is vendor-described; figures are vendor claims we have not verified, and nothing here is a test result or a recommendation.

DESK RESEARCH, NOT TESTED. Figures come from the sources listed below. Vendor and company statements are claims and are not verified by Means & Methods Lab.

Three jobs, often sold as one

This is our framing, not a vendor claim. Finding work splits into three jobs: discovering projects early (lead databases and public records), deciding which ones fit (scoring, document Q&A), and running the bid once you are in (packages, invitations, coverage, and the subcontractor's inbox). Most products below cover more than one, but each leads with one of them.

Lead databases with AI search: Dodge One and ConstructConnect. Marketplaces and bid networks with AI added: PlanHub and BuildingConnected. Bid packaging and invite management: Downtobid. Sales-side lead finding for companies that sell into projects: Building Radar and Shovels.

Plain-language project search

Dodge's AI Search Assist, which Dodge marks as new, lets a user type a request the way they would ask a colleague. Dodge's own example is “HVAC projects over $2M bidding soon near Nashville”; the tool applies the matching filters (project type, geography, trade, stage, valuation, bid date) and shows them as pills you can edit. Dodge says it is built into Dodge One at no additional cost, and that its projects are verified by a research team, with 7,000+ updates published a day (vendor figure).

ConstructConnect's Project Intelligence plans list Ask Docs, which it describes as LLM-based document searching, on the Professional tier (from $199 per month per market, per seat, on an annual contract) rather than the $129 Starter tier. Shovels's AI agent, Charlie, answers plain-English questions over permits, contractors, and city decisions; Shovels says Charlie filters false positives (its example: a “parking stacker” filed as an “automated parking system”) and shows the SQL behind every answer.

Earlier signals: permits and land-use decisions

Shovels sells U.S. public-record data rather than a bid board: building permits AI-classified into structured records, licensed contractors, properties, and zoning and land-use decisions. It cites 196M+ permits, 3.89M+ licensed contractors, and 2,820+ jurisdictions, and says a land-use decision can be public as much as eighteen months before a permit is filed (vendor figures and claim). Data comes through a web app, a REST API, or bulk shares into Snowflake, Databricks, or BigQuery.

Dodge makes a similar timing pitch from its own research: track projects from the first planning permit, months before any bid board. Neither claim says how often an early signal turns into a biddable job, which is the number a contractor would want.

Deciding which jobs fit

PlanHub now calls itself an “AI-Powered Commercial Construction Bidding Platform.” It says PlanHub AI brings the most relevant opportunities to the top using your trade, service area, activity, and relationships; lets you ask project-specific questions about bid documents and jump to the source page to verify an answer; and helps GCs match with subcontractors and track trade coverage. A customer quoted on its homepage says PlanHub AI pulls information out of plans and specs that the customer then compares with their own counts (customer statement, not verified).

Building Radar is aimed at sales teams that sell into projects rather than at estimators. Its assistant, Jeane, is described as tracking projects from lead providers, news, and public sources, scoring each project against your offer, summarizing tender documents, finding decision-makers, and drafting outreach emails. Building Radar cites 5M+ projects tracked, data from 50+ countries, and “94% AI match accuracy”; it does not say on those pages how accuracy is measured.

Running the bid: packages, invitations, and the sub's inbox

Downtobid says its AI reads every sheet of an uploaded plan set, identifies trade packages, and drafts scope notes, and that nothing goes out until the GC reviews it; invitations are sent from the GC's own email. On the subcontractor side, Bid Board pulls invitations to bid out of the inbox into one dashboard with deadlines, RFIs, and duplicate detection. Dodge Construction Network now lists “Bid Board by Downtobid” as part of the Dodge family, alongside Dodge One and The Blue Book Network, while Downtobid's own site still sells it.

Autodesk lists three AI features across BuildingConnected Pro, Bid Board Pro, and TradeTapp: a Recommendation Engine that suggests bidders by location, trade expertise, and past performance; Bid Forwarding, which pulls the details out of bid invitations received outside BuildingConnected; and TradeTapp Financial Data Extraction, which turns PDF financial statements into structured data for subcontractor qualification. Our Downtobid vs BuildingConnected compare covers the two side by side.

Pricing

Published prices, as listed on Oct 15, 2026: Downtobid starts at $149 per month for a GC organization; for subs, a leads bid board from $119 per month and full bid management from $299 per month, with free planroom access and bid submission. PlanHub's Subcontractor Premier plan is $1,999 a year (50-mile radius), $2,349 (100-mile), or $3,299 (200-mile), billed yearly. ConstructConnect lists Project Intelligence Starter at $129 per month per market and Professional from $199 per month per market, per seat. Shovels lists a free tier (500 credits a month, one year of history), Basic at $599 per month, and Pro at $999 per month, where a credit is one record retrieved.

Dodge One, BuildingConnected, and Building Radar do not publish prices. Dodge routes to a demo request (and says AI Search Assist is included in Dodge One); BuildingConnected's pricing page offers a quote; Building Radar lists three service models by quote, from self-serve platform access to a fully managed service in which Building Radar handles cold outreach.

What to ask before you buy

These are our suggestions, not findings. Take last year's bid log and ask each vendor how many of those projects its database had, and how early. Ask what share of the AI-ranked leads in your market were ones you would actually have bid, and how the vendor measures any accuracy figure it quotes. For AI-built bid packages, have an estimator check the detected trade packages and scope notes against a plan set you have already bid, and count missed or wrong packages before any invitations go out.

If a product drafts outreach or sends invitations for you, ask who reviews them first and whose email address they come from. Finding work is outside Means & Methods Lab's planned benchmark rounds, so we have not tested any of these products.
