ProcurePro vs SmartBid

Two places a contractor can send trade packages out to subs and compare what comes back, built for different markets. ProcurePro is subcontractor procurement software for main contractors (its site lists Australian and UK supply terms) with an AI bid-leveling module, BidLevel, and a new MCP Connector for asking AI assistants about procurement risk. SmartBid, part of ConstructConnect, is bid management software for general contractors with invitations, a plan room, a sub database, prequalification and BidTabs; the pages we read do not describe AI features. Not a like-for-like pair. Desk research from vendor pages read Oct 29, 2026; not tested, no winner.

What it doesSubcontractor and trade-package procurement software for main contractors, from tenders and AI bid leveling to contracts. Features listed: procurement schedule, scope-of-works library, tenders and price breakdowns, compare-and-recommend vendor selection, contracts with eSignature, vendor management, lessons learnt and analytics. AI modules listed are BidLevel (AI bid leveling that reads supplier quotes in PDF or Excel, builds a breakdown, and pulls out pricing, inclusions and exclusions with each value traceable to the source PDF; vendor says in as fast as 3 minutes), AI Pricing Library (AI search across historical quotes and trade packages, with project- and trade-level cost benchmarks; line-item rate comparison and AI package insights are marked "Coming soon" on the vendor page as of Oct 17, 2026), AI Pulse (procurement assistant) and AI Estimating Handover. BidLevel now also has its own site (bidlevel.ai), which lists a four-step flow (set breakdown, extract automatically, review & adjust with tracked changes, compare and export to Excel) and running counters of scope line items extracted and bids made comparable; page code projects them from a June 1, 2026 baseline (200,377 and 4,360) at a fixed daily rate (1,400 and 22 a day), so they are marketing figures, not measured totals (page code read Oct 17, 2026). BidLevel's FAQ says it is a first-pass tool that requires human judgement and that customer data is not used to train public AI models. Integrations listed include Procore, Aconex, DocuSign, Microsoft Entra, Power BI, Viewpoint Jobpac and Cheops. Vendor says it is trusted by contractors on $100+ billion in projects (vendor claim). Re-checked Oct 19, 2026: modules and integrations unchanged (BidLevel, AI Pulse, AI Pricing Library, AI Estimating Handover; Procore, Aconex, Viewpoint Jobpac, Cheops, DocuSign, Microsoft Entra). The AI Pricing Library page still marks line-item rate comparison and AI package insights as Coming soon. bidlevel.ai still shows the same counter values in its static page and now also cites a 95% positive rating across 250+ companies (vendor figure, not verified); its FAQ still calls BidLevel a first pass that needs human judgement and says customer data is not used to train public AI models. Re-checked Oct 21, 2026: modules and integrations unchanged (BidLevel, AI Pulse, AI Pricing Library, AI Estimating Handover; Procore, Aconex, DocuSign, Microsoft Entra, Viewpoint Jobpac, Cheops); the AI Pricing Library page still marks line-item rate comparison and AI package insights as Coming soon. bidlevel.ai still offers Try it free with no email or credit card and notes that its performance metrics come from internal benchmarking; its FAQ answers did not render in our read, so the credit details were not re-confirmed. Re-checked Oct 25, 2026: homepage and pricing page unchanged in substance (procurement schedule, scope-of-works library, tenders and price breakdowns, compare and recommend, contracts and eSignature, vendor management, lessons learnt, analytics; AI modules BidLevel, AI Pulse, AI Pricing Library and AI Estimating Handover; Procore, Aconex, Viewpoint Jobpac, Cheops, DocuSign and Microsoft Entra integrations). bidlevel.ai still offers Try it free with no email or credit card required. Counter figures and quotes remain vendor content and are not used. Re-checked Oct 29, 2026: the site navigation now carries a banner, "NEW: Claude, Copilot and ChatGPT connected to procurement", linking to an Act on Risk page. That page says the ProcurePro MCP Connector lets you ask Claude, Microsoft Copilot or ChatGPT where you are exposed and answers from your live procurement data (schedules, scopes, quotes and approvals across every package), showing trades at risk, outstanding quotes and how close each package is to start on site, and that you can chase missing quotes and compare responses from the same chat (vendor statements, not tested). The page's project-value figure is a vendor claim and not used here.Bid management for GCs, now part of ConstructConnect, covering invites, a plan room, a sub database and bid comparison. Where the vendor descriptions differ

  • What each covers (vendor pages): ProcurePro's site describes procurement from the procurement schedule and scope-of-works library through tenders, price breakdowns, comparing and recommending, and contracts. SmartBid's homepage describes sending invitations to bid from templates, an online plan room that tracks which subs view and download plans, a private subcontractor database organized by trade, location and minority status, and prequalification with a ConsensusDocs 721 form integration and a custom questionnaire builder.
  • Comparing sub bids: ProcurePro's BidLevel says it reads supplier quotes in PDF or Excel, fills in prices, inclusions and exclusions, lines vendors up side by side with each value traceable to the original PDF, and exports to Excel (vendor description). SmartBid's BidTabs compares subcontractor bid submissions side by side; the pages we read do not say it reads quote documents automatically.
  • AI: ProcurePro lists AI modules including BidLevel, and on Oct 29, 2026 its Act on Risk page says the ProcurePro MCP Connector lets you ask Claude, Microsoft Copilot or ChatGPT where you are exposed, answering from live procurement data (schedules, scopes, quotes and approvals) and letting you chase missing quotes from the same chat (vendor statements). SmartBid is tagged Not AI-first in the directory because the pages we read do not describe AI features.
  • Subs and networks: SmartBid says invited subcontractors get access at no cost and lists sub and supplier search through the ConstructConnect Sub Network, SmartInsight Contractor Network and a public agency database, plus subcontractor registration from your company website. ProcurePro's BidLevel can be used by teams that are not ProcurePro customers.
  • Integrations: SmartBid lists Procore, Autodesk BIM 360, Dropbox and the ConstructConnect Network, plus full API access. ProcurePro lists Procore, Aconex, Viewpoint Jobpac, Cheops, DocuSign and Microsoft Entra. We have not tested any of these integrations.
  • Pricing (checked Oct 29, 2026): neither publishes figures. ProcurePro's licences are tailored to usage and include all features and integrations, unlimited projects and users and a 90-day implementation, with Request pricing; BidLevel runs on credits, with 2 free credits and no email or credit card. SmartBid sells an Annual Standard License scaled by number of users, with setup, online training and live support included, on-site training at extra cost and faxing at 8 cents per page.
  • Not used here: ProcurePro's project-value claims and customer quotes, and SmartBid's 'leading' and '#1' claims and customer quotes (vendor content). Neither tool has been tested by Means & Methods Lab.

Questions to ask in your review

  • Whether you need a full trade-procurement workflow with AI quote reading (ProcurePro) or GC bid management with a plan room, sub database and network access (SmartBid)
  • Whether ProcurePro supports US contract forms and markets, since its site lists Australian and UK supply terms
  • What either costs for your team size and volume, since neither publishes figures
  • What did you use it for, on what kind of work and project size?
  • How long did setup and training take, and who on your team did it?
  • What does it cost you in practice, compared with what the sales call said?
