AI for subcontractor prequalification, COI compliance and default risk in 2026
ROUNDUP · PUBLISHED · UPDATED · SOURCES CHECKED OCT 16, 2026
Before a sub mobilizes, someone on the GC side has to decide whether it can carry the work financially, whether its insurance matches the contract, and what happens if it defaults. Subs, meanwhile, fill out a different prequal form for every GC. We read five risk and insurance-compliance vendors' pages on Oct 16, 2026, and pulled the prequal details from the bid-management tools we already list, then sorted what they say by job. Desk research, not tested; vendor statements are labeled as claims.
Who this is for
GC risk and insurance managers, precon and procurement teams who qualify bidders, AP teams who hold payments for missing paperwork, and subcontractors who fill out prequal packages and chase their brokers for certificates.
Desk research from vendor pages read on Oct 16, 2026, not tested. Lien waivers, pay apps and lending are covered in our back-office and lending roundups; we only touch them here where compliance documents gate a payment.
AI vs a compliance tracker
This is our framing, not a vendor claim: a portal that requests a certificate, stores it, and emails a reminder before expiration is useful workflow software, not AI. AI shows up when the tool reads the document itself (an ACORD certificate, an endorsement, a policy, a financial statement) and compares it with your requirements, or explains a gap to the sub.
By that test, the pages we read sort into two groups. Vendor-described AI: Jones (AI agents plus insurance specialists reviewing COIs, endorsements and full policies; AI support chat for vendors), bcs (AI extraction it calls RiskBot on every plan), TrustLayer (reads each COI and checks it against your standards and industry benchmarks), Constrafor (Insurance CoPilot, an AI risk assistant with ChatGPT built in, not further described), and Autodesk's TradeTapp (AI extraction of PDF financial statements, per our BuildingConnected listing). No AI described on the pages we read: Highwire, Procore Bid Management's prequal, SmartBid, PreconSuite and Pantera Tools.
Prequal questionnaires and financial review
Highwire is the most prequal-focused vendor here. Its prequalification page lists financial analysis, project capabilities, past project experience, diversity classifications, corporate information, surety bond tracking, litigation and defaults, safety performance history, and client and supplier references, and frames the goal as moving past pass/fail checklists toward working with subs on their risks (vendor wording).
Constrafor describes a single master prequal form that subs fill once and GCs can customize, free for subcontractors, with follow-ups and reminders to keep data current. In the bid tools we already list, SmartBid lists ConsensusDocs 721 integration and a questionnaire builder, PreconSuite lists an embeddable form builder, Pantera lists ProQual, and Procore lists trade-partner qualification with subcontractor risk analysis.
Only Autodesk describes AI in financial review: TradeTapp Financial Data Extraction turns PDF financial statements into structured data (Autodesk claim). No vendor here publishes an accuracy figure for that extraction, or describes AI setting a qualification limit.
COI tracking and endorsement checks
All five risk vendors collect certificates, track expirations and send reminders. The differences are in how deep the review goes and who does it. Jones says a COI does not contain every term that determines coverage, so its Policy Review collects and analyzes the underlying policy for exclusions and restrictions; Jones Operator adds a concierge team for vendor and broker follow-ups. bcs says RiskBot shows color-coded deficiencies live to the vendor or agent before they submit, and can read description-of-operations language; its Full-Service plan adds analysts who do corrective action and full policy reviews including endorsements.
TrustLayer says it reads each COI, checks it against your standards and industry benchmarks and flags coverage gaps, learning from 400,000+ COIs a month (vendor claim), with no sign-in for vendors and access for brokers. Constrafor lists an endorsements view, additional insured and policy limit fields, OCIP and CCIP support, tier-2 sub COIs, and review by your broker or audit team.
On the safety side, HammerTech lists subcontractor management and site-access compliance (see its tool page); that is worker and site compliance rather than insurance review.
Lien waivers and compliance documents at pay time
Insurance compliance often matters most when it holds a payment. TrustLayer pitches finance teams confirming a vendor is compliant before paying; Jones and bcs list Procore and other integrations; Constrafor imports project details from Procore, Autodesk, Sage, Vista and CMiC.
On the billing side, Siteline lists compliance document tracking and lien waivers for subs, and Adaptive lists agents for lien waivers, insurance certificates and W-9s (see their tool pages). We cover those in our back-office roundup and our lending, draws and trade credit roundup rather than repeating them here.
Subcontractor default insurance and surety: what the sources say
We did not read any SDI carrier or surety pages on this pass, so we do not describe how SDI policies, deductibles or claims work. What the vendor pages say: Highwire says its prequal helps GCs avoid costly defaults and meet SDI prequalification requirements, and lists surety bond tracking and litigation and defaults as prequal sections. Constrafor says its prequal reduces the risk of subcontractor default and that continuous monitoring leads to lower insurance premiums (vendor claims, not verified).
If your firm carries SDI or relies on bonds, the useful question is what records your broker or carrier expects from prequal, and whether the tool keeps them. Our pilot guide lists it.
The subcontractor side
For subs, the burden is repetition: a different form and a different portal for each GC. Constrafor's master form and free-for-subs prequal, Jones's statement that it never charges vendors or subs, its no-login upload portal and AI support chat that explains gaps, bcs's vendor mobile app with live deficiency feedback, and TrustLayer's no-sign-in vendor access are all aimed at that friction (vendor descriptions). None of these pages describes a tool that fills out a sub's prequal from its own records.
Pricing snapshot (Oct 16, 2026)
bcs is the only vendor here that publishes dollar prices: free for up to 25 vendors, Self-Service at $0.95 per vendor per month ($11.40 per year, depending on volume), and Full-Service at $17.80 per vendor per year with a $10,000 annual minimum (vendor-published). Jones prices per vendor or tenant record per year with unlimited COI reviews, but publishes no figure. Constrafor, Highwire and TrustLayer route to sales (TrustLayer's pricing page returned 404 today). Pricing for the bid-management prequal modules is on their tool pages.
What to ask before a pilot
These are our suggestions, not findings. Run five real sub certificates with endorsements through the tool, including one you rejected, and compare the result with your own review. Ask who signs off on approvals, how far the review goes beyond the certificate, who chases brokers, and what is charged to subs. Our prequal and COI pilot guide lists the full set of questions.
Takeaways
- Separate a certificate tracker (request, store, remind) from AI that reads the certificate, endorsement or policy against your requirements.
- Jones, bcs, TrustLayer and Constrafor describe AI in COI review; Highwire and the bid-tool prequal modules we read do not, except Autodesk's TradeTapp financial extraction.
- Jones and bcs Full-Service describe human reviewers alongside the AI; ask who signs off.
- On SDI and default risk, vendors make claims (Highwire, Constrafor) but no page we read describes how SDI itself works.
- bcs is the only vendor here with published per-vendor prices.
