Billy vs COMPASS by Bespoke Metrics

Two ways for a general contractor to vet subcontractors before award. Billy's FAQ makes prequalification the first step of an all-in-one risk transfer and vendor compliance platform that then tracks COIs, certified payroll, lien waivers and warranties, with AI review of COIs and a published starting price. COMPASS SRP is a dedicated prequalification and risk analysis suite built on its standardized 1Form, a financial-analyst data verification team and a rules-based Q Score, with no public prices. Desk research from vendor sites read Nov 3, 2026; no winner.

What it doesConstruction compliance platform that the FAQ describes as all-in-one risk transfer and vendor compliance, from prequalification to closeout; the homepage says it is built exclusively for construction. Before award, subs apply through a prequalification form you embed on your own site (no account, login or fee), using your own questionnaire plus MSAs, safety records and financial documents, and approved vendors sync to Procore and your ERP. During a project it runs four workflows (certificates of insurance, certified payroll, lien waivers and warranties) and also tracks W-9s, business licenses, notices to owner, safety certifications and custom documents, set per project; vendors or their brokers upload through a secure link with no login, and renewal requests go out three months before expiry, one month before and on the expiration date. Compliance status syncs to accounting so non-compliant subs are held from payment (Sage Intacct, Sage 300, Viewpoint Vista, CMiC, Oracle JD Edwards and Acumatica). The AI Review Assistant scans an uploaded COI against your requirements and flags missing endorsements (such as CG 20 10, CG 20 37, waiver of subrogation and primary/noncontributory wording), missing additional insured language, limits below requirements, expired policies and missing umbrella or workers' compensation coverage, tells the vendor how to fix it, and offers a chat to clarify requirements. Plans are Self Service (your team uses the software and AI) or Managed Services (its CRIS-certified Certificate Management Team reviews every certificate and endorsement). The homepage also lists OCIP/CCIP wrap-up support, post-completion warranty tracking for 2, 5 or 10+ years, Procore Pay blocking, a Procore Side Panel and Microsoft Entra ID SSO; the FAQ names GCs, developers, owners, homebuilders, risk and compliance teams, subcontractors (Insurance Wallet), brokers, carriers and manufacturers. Integrations include Procore, Autodesk, CMiC, Sage 300, Sage Intacct, Viewpoint Vista, Oracle JD Edwards, Trimble ProjectSight, Acumatica and Docusign, with role-based permissions and free tools such as a W9 generator. Billy is a trademark of BuildAP, Inc. (Brooklyn, NY). Policy and project counts, review ratings and customer quotes are vendor content and are not used.Subcontractor prequalification, bidding and performance-evaluation suite with integrated bid management that centralizes data collection and analytics. COMPASS SRP collects subcontractor data through the 1Form, a standardized qualification form, with a client service team, a subcontractor help desk and a multi-language concierge; a data verification team of financial analysts reviews submissions, machine learning runs primary checks and a person checks supporting documents, with alerts where data could not be verified. Its Q Score is a numerical, rules-based risk assessment covering business, finance and health and safety, and a GC-specific automated limit model suggests maximum subcontractor exposure that can be accepted, reviewed or overridden. COMPASS Eval holds internal subcontractor reviews visible only to your organization; COMPASS Connect offers an API and Workato-based integrations. The product menu also lists COMPASS Pulse and Data Control with one-line descriptions only, and a new Select List page names the 2026 COMPASS SELECT List of subcontractors (US and Canada) that meet published criteria such as a green Q Score, ratios above industry average, financials updated within six months of fiscal year end (externally prepared above $5M revenue) and high 1Form completion. Its only AI-adjacent mention is machine learning in data verification, so we keep the Not AI-first tag. The 1Form adoption and surety-coverage figures are vendor claims, and the homepage carries placeholder (lorem ipsum) text and sample figures; we use neither.

Where the vendor descriptions differ

  • Questionnaire: Billy says you write your own questions, criteria and required documents and embed its prequalification form on your own website; subs apply without an account, login or fee, and your team marks each one qualified, qualified with exceptions, benched or rejected, with every decision and override logged. COMPASS collects data through the 1Form, a standardized qualification form shared across general contractors so subs can satisfy several data requests at once, backed by a client service team, your own account manager and a subcontractor help desk.
  • Verification and scoring: Billy collects MSAs, safety programs and records, financial statements and bonding letters, and its Financials tab uses working capital, bonding line and backlog to recommend a maximum single project size and an aggregate exposure limit, then tracks contracted exposure against them. COMPASS says a team of financial analysts verifies key data (machine learning for primary checks, a person for supporting documents) with alerts where data could not be verified, scores each sub with the Q Score (a numerical, rules-based assessment of business, finance and health and safety risk) and suggests maximum exposure through a GC-specific automated limit model you can accept, review or overwrite.
  • After award: Billy syncs approved subs to Procore and your ERP to create the vendor record, then tracks COIs, certified payroll, lien waivers and warranties per project and holds payment to non-compliant subs in accounting (Sage Intacct, Sage 300, Viewpoint Vista, CMiC, Oracle JD Edwards and Acumatica). COMPASS lists COMPASS Eval for internal subcontractor reviews, COMPASS Connect for an API and Workato-based integrations, and integrated bid management; the pages we read do not describe COI tracking.
  • AI: Billy is tagged AI features added to established product; its AI Review Assistant checks COIs, and the FAQ does not describe AI in prequalification. COMPASS is tagged Not AI-first; its only AI-adjacent mention is machine learning in data verification.
  • Pricing (read Nov 3, 2026): Billy's FAQ says plans start as low as $500 a year, scaling with the number of vendors tracked and the plan (Self Service or Managed Services), with a free trial. COMPASS lists no prices (/pricing returns a not-found page) and its call to action is Schedule a Demo. See each tool page for detail.
  • Not used here: Billy's review ratings, customer quotes and policy and project counts, and COMPASS's 1Form adoption and surety-coverage figures (vendor material). Facts for both tools come from vendor websites (desk research).
