Highwire vs Pantera Tools
Two ways for general contractors to prequalify subcontractors. Highwire is contractor risk software built around prequalification assessments (company, finance, safety and insurance) and field applications, with third-party validation. Pantera Tools bundles its ProQual prequalification service, run by a verifications team, into a broader bid and project management platform. Desk research from vendor pages read Oct 27, 2026; not tested, no winner.
In short: Highwire (Contractor prequalification & risk; no public prices (quote / sales)) vs Pantera Tools (Bid management & prequalification; no public prices (quote / sales)). Facts last checked Oct 27, 2026. No winner declared; not tested.

| What it does | Contractor risk software built around prequalification assessments and field applications, covering company, finance, safety and insurance risk. Vendor frames it as moving beyond pass/fail document checklists to understanding each contractor's risks and working with subs to mitigate default and safety risks. Its prequalification page lists financial analysis, project capabilities, past project experience, diversity classifications, corporate information, surety bond tracking, litigation and defaults, safety performance history, and client and supplier references, and says it helps GCs avoid costly defaults and meet SDI (subcontractor default insurance) prequalification requirements (vendor wording). Re-read Oct 18, 2026: the prequalification page also lists expert third-party validation and QA and Procore integrations for syncing projects and contractors and monitoring contract spend, and the pricing page covers Prequalification, Advanced Safety, Inspections and Incidents. The pages we read do not describe AI features, so we tag it Not AI-first. Re-read Oct 19, 2026: the homepage frames contractor risk across company, finance, safety and insurance, and the prequalification list is unchanged. Re-read Oct 21, 2026: the homepage frame is unchanged; it now says Highwire offers prequalification assessments of more than 60,000 contractors (vendor claim, not used) and lists case studies and a serious injury and fatality (SIF) tracking article. The pages we read still describe no AI. Re-read Oct 22, 2026: homepage, prequalification and pricing pages unchanged in substance (prequalification assessments and field applications across company, finance, safety and insurance risk; SDI prequalification requirements; expert third-party validation and QA; Procore integrations and a Companion integration option; still no AI described). Ownership: a Veriforce press release dated Oct 22, 2025 (read Oct 24, 2026) announces that Veriforce acquired Highwire and describes Highwire as a prequalification and contractor risk provider for the U.S. construction and capital projects market. Highwire's homepage, read the same day, does not mention the acquisition. Veriforce runs a cross-industry contractor network; see our Veriforce entry. Re-checked Oct 25, 2026: homepage, prequalification and pricing pages unchanged in substance (prequalification assessments, field applications for Advanced Safety, Inspections and Incidents, Procore integration demos, Start Free Trial). The pages read still describe no AI features; the 60,000-contractor figure and case-study results are vendor claims and are not used. Re-checked Oct 26, 2026 (also read for a compare): homepage and pricing page unchanged in substance (prequalification assessments for company, finance, safety and insurance; field applications for Advanced Safety, Inspections and Incidents; Start Free Trial; the footer now also links Freequal terms and conditions, not reviewed). The pages read still describe no AI features and do not mention the Veriforce acquisition; the 60,000-contractor figure and case-study results are vendor claims and are not used. Re-read Oct 27, 2026 for a compare: homepage, prequalification and pricing pages unchanged in substance (prequalification assessments for company, finance, safety and insurance; field applications; expert third-party validation and QA; Procore integrations and Companion; Start Free Trial). The pages read still describe no AI features and do not mention the Veriforce acquisition; vendor figures are not used. | Bid and project management for owners, GCs and subcontractors, powered by Hubexo, with branded bid invites and a white-label plan room. Features listed: invitation-to-bid with custom-branded invites, an integrated white-label plan room, ProQual prequalification, document management and RFIs, job costing, and QuickBooks / Sage 100 / Sage 300 integrations. Vendor says GCs can keep their subcontractor networks private and also reach 1.2M+ subs in 560+ trade categories through its public directory and Blue Book Network integration (vendor claims). The pages we read do not describe AI features. Re-checked Oct 19, 2026: the homepage still lists branded ITB, white-label plan room, ProQual prequalification, document management and RFIs, job costing, and QuickBooks / Sage integrations; Hubexo / Blue Book network claims unchanged. Re-checked Oct 20, 2026: the homepage and bid management page are unchanged in substance (branded ITB, white-label plan room, ProQual, document management and RFIs, job costing, QuickBooks / Sage 100 / Sage 300 integrations); the bid management page also describes an address book that filters subs by trade, CSI code, state, city, county and radius and tracks union or non-union status, and says your private list is not added to the public directory. Still no AI described. | Pricing (as publicly stated) | Not publicly listed (Get Pricing / Request a Demo forms; checked Oct 16, 2026; re-checked Oct 18 and Oct 19, 2026). The pricing page FAQ says full pricing is not listed because it depends on the assessment packages needed and the number of contractors, and says client pricing depends on assessment needs and the number of contractors you work with, contractor subscriptions are based on company headcount, and a free trial is offered for clients. Where the vendor descriptions differ
- What is assessed: Highwire's prequalification page lists financial analysis, project capabilities, past project experience, diversity classifications, corporate information, surety bond tracking, litigation and defaults, safety performance history, and client and supplier references, and says it helps meet SDI (subcontractor default insurance) prequalification requirements. Pantera's ProQual collects and verifies bonding, reference letters, trade licenses, business registrations, minority certifications and financials against each client's own screening criteria.
- Who does the work: Highwire describes expert third-party validation and QA of submitted data. Pantera says its ProQual verifications team runs continuous qualification through the year, re-verifies documents and handles phone and email follow-up with subs for missing, incomplete or expired items.
- Insurance: Highwire assesses whether contractors carry the policies, coverage and limits you need. Pantera says ProQual verifies coverage requirements, contacts subs and suppliers for needed changes and notifies clients of changes and cancellations.
- Beyond prequalification: Highwire sells field applications (Advanced Safety, Inspections and Incidents) and lists Procore integrations for syncing projects and contractors and monitoring contract spend, plus a Companion integration option. Pantera adds invitations to bid, a white-label plan room, document management and RFIs, job costing and QuickBooks and Sage integrations.
- Ownership: a Veriforce press release dated Oct 22, 2025 says Veriforce acquired Highwire; Highwire's homepage does not mention it. Pantera says it is powered by Hubexo, alongside BuildCentral, ConstructionMonitor and QuestCDN.
- AI: both are tagged Not AI-first; the pages we read for either describe no AI features.
- Pricing (checked Oct 27, 2026): neither lists prices. Highwire's pricing page says client pricing depends on the assessment packages needed and the number of contractors, contractor subscriptions are based on company headcount, and a free trial is offered for clients. Pantera offers Request Demo and calls itself budget-friendly. See each tool page for detail.
- Not like-for-like: Highwire is a dedicated contractor risk and prequalification platform; Pantera bundles a prequalification service into a bid and project management platform.
- Not used here: Highwire's contractor-assessment count and cost comparison against other systems, Pantera's subcontractor-directory count, and customer quotes and case studies on both sites (vendor material). Neither tool has been tested by Means & Methods Lab.
