ISNetworld vs Highwire
Two kinds of contractor prequalification: ISNetworld is a cross-industry network where contractors submit once for many hiring clients and ISN verifies documents; Highwire is construction-focused prequal and risk software a GC or owner runs on its own subs. Vendor-published facts only.

| Category | Contractor prequalification & supply-chain safety compliance | Contractor prequalification & risk |
| AI role (our label) | AI features added to established product | Not AI-first |
| What it does | ISN's contractor and supplier information management platform. Hiring clients configure requirements by location, risk level or designation; contractors and suppliers submit health, safety, sustainability, insurance, financial, training and procurement information once for multiple hiring clients within one subscription; and ISN's Review and Verification Services (RAVS) team reviews submitted documents against regulatory and hiring-client requirements (vendor description). Also lists HSE management, sustainability/CSR data, a safety culture perception survey, supply-chain cybersecurity, insurance and financial risk (agents or brokers can submit insurance for the contractor at no additional fee; third-party policy data and insurer ratings from participating sources), worker-level training and qualifications, third-party data, and ISN Analytics dashboards and benchmarking. The Empower app for workers lists ISN ID, jobsite requirements and compliance status, mobile training, and what ISN calls AI-generated tools such as Hazard Assistant and Toolbox Talks. Figures of 900 hiring clients and a network of 90,000+ contractors and suppliers are vendor claims. Cross-industry, not construction-specific; the AI described is in the worker app, not in prequal review. | Contractor risk management software built around prequalification assessments and field applications, covering company, finance, safety and insurance risk. Vendor frames it as moving beyond pass/fail document checklists to understanding each contractor's risks and working with subs to mitigate default and safety risks. Its prequalification page lists financial analysis, project capabilities, past project experience, diversity classifications, corporate information, surety bond tracking, litigation and defaults, safety performance history, and client and supplier references, and says it helps GCs avoid costly defaults and meet SDI (subcontractor default insurance) prequalification requirements (vendor wording). Customer quote from BOND is vendor-published. The pages we read do not describe AI features, so we tag it Not AI-first. |
| Who it's for | Hiring clients managing contractors and suppliers, and the contractors and suppliers who must meet those clients' requirements (vendor wording). | General contractors' preconstruction and risk teams, and owners running capital projects (vendor wording). |
| Pricing (as publicly stated) | Not publicly listed. Vendor says subscription pricing is all-inclusive: every subscriber pays an annual fee plus a one-time account setup fee; for contractors and suppliers both are based on workforce size (three-year average employee count per the FAQ) and the countries they operate in; hiring clients pay an annual fee per global region. The pricing-details dialog did not show dollar figures in our fetch. (Checked Oct 16, 2026.) | Not publicly listed (Get Pricing / Request a Demo forms). (Checked Oct 16, 2026.) |

Where the vendor descriptions differ
- Who runs it: ISN describes hiring clients configuring requirements and ISN's RAVS team reviewing contractor documents. Highwire describes GCs and owners running their own prequalification assessments and field applications.
- What is collected: ISN lists health, safety, sustainability, insurance, financial, training and procurement information. Highwire lists financial analysis, capabilities, past projects, diversity classifications, surety bond tracking, litigation and defaults, safety history and references.
- Default risk: Highwire says it helps GCs avoid costly defaults and meet SDI prequalification requirements (vendor wording). The ISN pages we read do not mention subcontractor default insurance.
- AI: ISN describes AI-generated tools in its Empower worker app (Hazard Assistant, Toolbox Talks). The Highwire pages we read do not describe AI.
- Pricing: ISN charges an annual fee plus a setup fee based on workforce size and countries (no figures shown). Highwire does not publish pricing.

What we can't tell you yet
Which tool is better for your work. That needs testing on the same package with a verified answer key. Planned measures for this comparison:
- Whether the same subcontractor's qualification outcome differs between the two
- Outside Means & Methods Lab's current benchmark scope.
