Change orders, T&M tags and pay apps in 2026: which tools describe AI and which just do the math

ROUNDUP · PUBLISHED · UPDATED · SOURCES CHECKED OCT 16, 2026

Change orders, T&M tags and pay applications are where field work turns into money, and where disputes start when backup is thin or a sub bills against a change nobody approved. We read vendor pages on Oct 16, 2026 for change order, T&M and pay app software and sorted them by what the AI (if any) actually does. This is not our back-office accounting roundup or our claims and delay roundup; it is about the change and billing record between field, GC, sub and owner. Desk research, not tested; vendor statements are labeled as vendor claims.

DESK RESEARCH, NOT TESTED. Figures come from the sources listed below. Vendor and company statements are claims and are not verified by Means & Methods Lab.

Drafting versus calculating

This is our framing, not a vendor claim. Some tools now describe AI that drafts a document: a COR priced from a voice note, a T&M tag from a foreman's description, a G702 or a change order from an assistant prompt. Others describe workflow that calculates the document from data already in the system: the schedule of values, approved changes, contract values and rate tables, plus math checks and approval routing. Both save time; a drafted document needs a reviewer who reads it, while a calculated one needs clean inputs.

In this set, Clearstory, Adaptive and SuperConstruct describe AI drafting. GCPay, Trimble Pay, Procore Pay and eSUB do not describe AI on the pages we read. Siteline lists one AI feature (vendor waiver validation) inside a billing product it does not market as AI.

Change orders and T&M tags

Clearstory is the most specific. Its Clearstory AI page, re-read today, lists two agents marked Open Beta: a COR Pricing Agent that drafts a priced change order request from a voice note, takeoff or your own estimate and pulls rates from the project library, with you editing before anything is sent, and a T&M Tag Agent that transcribes a voice note, matches it against the rate library (which the vendor says can exceed 10,000 line items in heavy civil, electrical and mechanical) and drafts a tag for signature. Its free Basic tier allows 5 T&M tags and 5 CORs a month. The COR Review and Change Notification agents we noted on Oct 15 were not listed on that page today.

Adaptive's homepage describes a Change Order Clerk that monitors pending change requests against contracts, job costs and field updates, drafts change orders, routes approvals, follows up with vendors and owners, and prevents sub payment until client approval is secured (vendor description). eSUB, built for commercial subcontractors, captures T&M tickets with customer signatures on a tablet or phone, ties them to change orders, and lists lump-sum or category-based change order quotes; it does not describe AI. Rhumbix and HCSS HeavyJob, covered in our daily reports roundup, also list T&M tracking.

Our reading for heavy civil: a signed, dated, rate-matched T&M tag is often the strongest quantum evidence a contractor has later. Whatever drafts it, check how edits after signature are tracked and how the log exports.

Pay apps: the GC side

GCPay says it fully automates the application-for-payment process between GCs and subs, with lien waiver exchange, compliance documents, ERP integration and electronic payments; its change order page says approved changes sync into the SOV and pay apps, and a BNBuilders quote says it prevents subs from billing against unapproved change orders (vendor-published quote). Trimble Pay, which Trimble says is formerly Flashtract and now part of Trimble Construction One, lists collecting AIA pay apps and automatically checking them for accuracy, unconditional waivers held in escrow until payment, and integrations with CMiC, Procore, Sage 300, Spectrum and Vista.

Procore Pay keeps the sub inside Procore: a checklist view of pay requirements per invoice, lien waiver templates, unconditional waivers released at payment, and disbursement approval chains with an audit trail. The Pay page links to Procore AI as a separate capability and does not describe AI in the pay workflow itself. Oracle's Textura Payment Management is a large player here, but the product URL we tried returned 404 today, so we did not add it.

Pay apps: the sub side and AI-native platforms

Siteline sells billing to subcontractors: pay apps on each GC's forms, lien waivers, compliance and collections, now with a Lien Rights Management product. Its pricing page lists AI vendor waiver validation for incorrect forms, amounts or dates.

SuperConstruct calls itself AI-powered: G702/G703 generated from the live SOV, lien waivers generated from G702 values, an AI-assisted SOV workflow that flags inconsistencies, change orders auto-generated from SOV changes, and an assistant that drafts these documents on request. It names municipal capital improvement programs among its users and cites $80M+ in payments processed (vendor claims).

Where AI helps and where it adds risk

Our reading, not a finding: drafting help is most useful where the bottleneck is writing up backup (foremen at the end of a shift, PMs pricing weekend overtime). It adds risk where a drafted number becomes a contract number without anyone checking the rate, markup or quantity. Look for the controls vendors describe (Clearstory's edit-before-send, Adaptive's human review and no auto-posting to the ledger) and ask what the audit trail records about AI drafts versus human edits.

Billing against unapproved changes is a workflow control, not an AI feature. GCPay, Trimble Pay's legacy Flashtract page and Adaptive each describe some form of it; ask to see it on a real disputed change.

Pricing snapshot (Oct 16, 2026)

Published figures we recorded: SuperConstruct $299 per project per month (GC/owner view) with unlimited users and a 30-day free trial; Clearstory Basic free (5 T&M tags and 5 CORs per month), Standard and Professional via sales.

Not published: GCPay (custom, based on projects and pay apps you assess), Procore Pay (annual fee by product based on Annual Construction Volume), Trimble Pay, eSUB (its /pricing URL returned 404), Siteline (custom quote; unlimited users and offices), Adaptive (monthly base fee scaled to revenue band).

What to ask before a pilot

These are our suggestions, not findings. Run one month of real CORs, T&M tags or pay apps through the pilot, include one disputed change, and count corrections. Bring your contract rate sheets. Confirm every GC portal and owner pay form you bill into is supported today. Our change order and pay app AI pilot checklist goes into more detail.
