Questions to ask before a subcontractor prequal or COI compliance AI pilot
A checklist for a first conversation with a prequalification or certificate-of-insurance vendor. These are our suggestions, drawn from our finance, payments and risk category and our prequal / COI roundup. They are not findings: Means & Methods Lab has not tested any tool. Where a question mentions a vendor, it points to something that vendor publishes.
The questions (7)
Q01Is the COI read by AI, by a person, or both?
WHY IT MATTERS · Jones describes AI agents plus insurance specialists; bcs describes AI extraction (RiskBot) on every plan and analysts on Full-Service; TrustLayer says it reads each COI against your standards; Constrafor introduces an AI risk assistant (Insurance CoPilot) without detailing it.
WHAT TO ASK · Ask who signs off on an approval, and what happens when the AI and the reviewer disagree.
Q02Does it check endorsements and the policy, or only the certificate?
WHY IT MATTERS · Jones says it reviews endorsements and full policies to find exclusions a COI does not show; bcs Full-Service lists full policy reviews including endorsements and description of operations; Constrafor lists an endorsements view and OCIP/CCIP support.
WHAT TO ASK · Bring one sub whose additional insured endorsement does not match your contract and see whether it gets flagged.
Q03Who chases the sub and the broker when a document is wrong?
WHY IT MATTERS · Jones Operator and bcs Full-Service add people who do outreach; TrustLayer lists broker access and no sign-in for vendors; Constrafor offers to act as an extension of your risk team.
WHAT TO ASK · Ask for the follow-up sequence in writing: how many touches, through which channel, and when it escalates to you.
Q04What does prequalification actually collect, and who reviews the financials?
WHY IT MATTERS · Highwire lists financial analysis, surety bond tracking, litigation and defaults, safety history and references; Constrafor describes a master form subs fill once; SmartBid lists ConsensusDocs 721; Autodesk says TradeTapp uses AI to extract PDF financial statements.
WHAT TO ASK · Ask whether extracted financial figures are checked by a person before they drive a qualification limit.
Q05If you carry subcontractor default insurance or rely on surety, what does the tool record?
WHY IT MATTERS · Highwire says it helps GCs meet SDI prequalification requirements and tracks surety bonds; Constrafor says its prequal reduces default risk (vendor claim). No vendor page we read describes how SDI claims or underwriting work.
WHAT TO ASK · Ask your broker or carrier what prequal records they expect first, then check the tool exports them.
Q06Does a non-compliant sub stop a payment or a mobilization?
WHY IT MATTERS · TrustLayer pitches finance teams checking compliance before paying; Jones and bcs list Procore and other integrations; Constrafor imports from Procore, Autodesk, Sage, Vista and CMiC; Siteline and Adaptive cover lien waivers and compliance documents on the billing side (see their tool pages).
WHAT TO ASK · Name your ERP and project-management systems and ask for a live demo of a compliance hold, not a roadmap slide.
Q07What does it cost, and is anything charged to subs?
WHY IT MATTERS · bcs publishes per-vendor pricing with a free tier; Jones prices per record per year and says it never charges vendors or subs; Constrafor says prequal is free for subs; Highwire and TrustLayer do not publish prices on the pages we read.
WHAT TO ASK · Price it on your active sub count, and ask how inactive subs and tier-2 subs are billed.
